Raising money is not the same as making money. The difference between the two is not subtle and is rarely confused. Making money has to do with performing a job, which is created by productive individuals who utilize a set of skills that are worthy of compensation.
Raising money is accomplished by outlining a framework to achieve a common goal where money is required to support certain action steps. For example, a politician raises money to pay the expenses associated with touring a geographic region. The money raised will enable the politician fill the fuel tank as he or she pitches a socio-political ideology to a large number of voters.
